Single Mom Benefits in California (2026): What a Mom of Two Can Get
If you're raising kids on one income in California, here's what CalFresh, CalWORKs, Medi-Cal, child care and the state tax credits pay as of October 2026, using a mom with two kids as the example. Several popular pages still show last year's amounts; every number here links to the agency that publishes it.
The short version
- CalFresh pays up to $808 a month for a family of three with gross income under $4,554 a month.
- CalWORKs rose October 1: up to $1,196 a month in Region 1 counties and $1,135 in Region 2 for most moms of two.
- Child care has no family fee under $7,107 a month, and families qualify up to $8,054.
- Kids are covered by Medi-Cal up to $72,672 a year, regardless of immigration status.
- At tax time: CalEITC up to $3,339 plus the Young Child Tax Credit up to $1,189 (tax year 2025).
01Start here: the order to apply in
A single mom with two kids is a household of three, and that's the example behind every number on this page. Here's the order that gets help moving fastest.
- If this week is an emergency, dial 2-1-1 or search 211ca.org for local rent, utility and food help.
- One application for food, cash and health coverage. BenefitsCal covers CalFresh, CalWORKs and Medi-Cal. You can also call 1-877-847-3663 or visit your county office.
- Child care: call 1-800-KIDS-793 or search by ZIP with your local Resource & Referral agency.
- WIC if you're pregnant or have a child under 5. If you're on Medi-Cal, CalFresh or CalWORKs, you already meet WIC's income test.
- Cut your utility bill with CARE through your utility company. You qualify automatically if anyone in your home is on Medi-Cal, CalFresh or WIC.
- Child support: enroll online with DCSS in about 10 minutes. There's no income requirement.

02Food: CalFresh and WIC
CalFresh pays up to $808 a month for a household of three from October 1, 2026 to September 30, 2027 (USDA; CDSS). That's the maximum; most families get less as income rises.
California's income test is higher than the federal one. A household of three qualifies with gross income up to $4,554 a month, and net income up to $2,277. The federal default gross limit would be $2,960.
Where to apply has changed. GetCalFresh.org no longer takes applications (GetCalFresh); apply on BenefitsCal or call 1-877-847-FOOD. GetCalFresh still offers help by chat and text.
Work rules: since June 1, 2026, some adults 18 to 64 must meet work or community-engagement hours. You're excused if you're responsible for a child under 14, or pregnant (CDSS).
Heads-up: the October 2026 CalWORKs increase counts as income, so some families' CalFresh went down slightly. Counties had to mail notices by September 20.
WIC provides food benefits, nutrition help and breastfeeding support. A household of three qualifies with income up to $4,212 a month ($50,542 a year) through June 30, 2027 (California WIC). A pregnant mom can count the expected baby. Call 1-800-852-5770. WIC offices are open and enrolling; federal funding is currently set through December 11, 2026.
03Cash help: CalWORKs
CalWORKs grants went up 1.8% on October 1, 2026 (CDSS ACL 26-66). Maximum monthly grants for a family of three:
- Most moms (non-exempt): $1,196 in Region 1 counties, $1,135 in Region 2.
- Exempt families (each adult caretaker on SSI, disability or similar): $1,338 in Region 1, $1,270 in Region 2.
Region 1 includes Los Angeles, San Diego, Orange, Alameda, Santa Clara, San Francisco and 11 other counties; every other county is Region 2. Some popular sites still quote $1,175, which was the 2024 amount.
Do you qualify? New applicants need gross income under $1,960 a month in Region 1 or $1,859 in Region 2 (CDSS ACL 26-39). After that, the first $600 of earnings and half of the rest are ignored (LA County DPSS), and the grant shrinks as countable income rises.
- Savings limit: $12,552 now, rising to $13,003 on January 1, 2027. Money in Cash App, Chime, PayPal or Venmo counts like a bank account (CDSS ACL 26-56).
- Time limit: 60 months for an aided adult, with exceptions.
- Expect: child support cooperation (with exceptions), immunizations for children under 6 not yet in school, and Welfare-to-Work unless you're exempt.
Apply on BenefitsCal or at any county social services office.
04Child care: help that can cost you nothing
- Income limit: $8,054 a month ($96,652 a year) for a family of three, from July 1, 2026 (CDSS CCB 26-17).
- No fee at all if your adjusted income is under $7,107 a month. Above that, the full-time fee is $62 to $71 a month, and fees can never exceed 1% of your income (CDSS CCB 26-16).
- No fee regardless of income if you receive CalWORKs cash aid.
- Once approved, you stay eligible for at least 24 months, and your fee can't go up during that time.
Getting a spot: CalWORKs Stage One and Two child care are entitlements (CDSS). Vouchers and center slots outside CalWORKs aren't, and agencies serve the lowest-income families first. Get on every list you qualify for now.
Find help through your local Resource & Referral agency or the statewide line, 1-800-KIDS-793. If you're on CalWORKs, start with your county office. More: child care assistance for single mothers.
05Health coverage: Medi-Cal and Covered California
Income limits for a household of three, using 2026 poverty levels (DHCS ACWDL 26-01):
- Kids 0 to 18: up to $72,672 a year ($6,057 a month).
- You, as a parent: up to $37,702 a year ($3,143 a month).
- Pregnancy: up to $58,192 a year, with the Medi-Cal Access Program above that.
DHCS's older web chart still shows $36,777 for three, based on 2025 poverty levels. The 2026 letter above is the current figure.
Children and pregnant women (during pregnancy and for a year after) can get full Medi-Cal regardless of immigration status (DHCS). Since January 1, 2026, some adults 19 and older can't newly enroll in full Medi-Cal because of their status. People already enrolled keep it if they renew on time.
2027 work rules don't apply to most moms of young kids. They start January 1, 2027 for adults covered through the ACA expansion, but parents and caregivers of children 0 to 13 are exempt.
Over the Medi-Cal limit? Covered California's 2027 open enrollment runs November 1, 2026 to January 31, 2027, and its state subsidy now reaches up to 200% of the poverty line (Covered California). Free help: (800) 300-1506.
06Energy bills: LIHEAP, CARE and FERA
LIHEAP helps with heating or cooling bills, crisis shutoff notices and free weatherization (CSD). A household of three qualifies with income up to $5,382 a month (CSD income limits). Under CSD's draft 2027 plan, heating benefits are estimated at $94 to $1,500. Funding is limited and the most vulnerable households are served first, so apply early. Find your local provider on the CSD provider map or dial 2-1-1.
CARE takes 30% to 35% off electric bills and 20% off natural gas (CPUC). A household of three qualifies with income up to $54,640 a year, or automatically through Medi-Cal, WIC, CalFresh, free school lunch, LIHEAP or CalWORKs. Apply through your utility.
FERA takes 18% off electricity for families just over the CARE limit: $54,641 to $68,300 a year for three. It's only for PG&E, Southern California Edison and SDG&E customers.
07Tax time: CalEITC and the Young Child Tax Credit
California adds its own refundable credits to the federal ones. For tax year 2025, the return filed in 2026 (FTB):
- CalEITC: up to $3,339 with two children, for earned income up to $32,900. You can file with an SSN or an ITIN.
- Young Child Tax Credit: up to $1,189 per return if you have a child under 6 (FTB). You can qualify even with zero earned income.
- Missed it before? You can generally claim CalEITC for up to four prior years. CalFile and VITA are free.
FTB hasn't published the tax year 2026 amounts yet; we'll update this page when it does.

08Child support: open a case in 10 minutes
California's Department of Child Support Services (DCSS) will set up support and medical support orders, find the other parent, establish parentage, enforce and change orders, and process payments. Either parent or a legal guardian can open a case, with or without a court order, and there are no income requirements.
Enroll online, which DCSS says takes about 10 minutes, or in person at your local agency. The automated line is 1-866-901-3212. If you receive CalWORKs, you're generally required to cooperate with child support.
09More help worth knowing
- Phone bill: California LifeLine takes up to $19 a month off one phone line, for income up to $42,100 a year for three, or automatically through Medi-Cal, CalFresh or WIC (CPUC).
- School meals: every TK-12 public school student can get free breakfast and lunch each school day, regardless of income (CDE). Still turn in any meal form the school sends, because it helps with summer food benefits.
- Summer food: SUN Bucks gave $120 per eligible child for summer 2026 groceries (CDSS).
- Behind on rent and on CalWORKs? Homeless Assistance can pay temporary shelter, or up to two months of back rent if your rent is no more than 80% of your household income (CDSS ACL 26-69). Not on CalWORKs? Dial 2-1-1 for local rent help.
